The General Agreement On Tariffs And Trade Was Initiated In Response To

In May 1963, ministers reached agreement on three negotiating objectives: tariffs by increasing the prices of imported materials and components and reducing a manufacturer`s ability to benefit from economies of scale. At the same time, they prevent more competitive and efficient producers from taking advantage of the benefits of superior products by expanding sales to export markets. In many cases, particularly in the capital goods sector, the most efficient and competitive producers in the world are U.S. companies. The second inter-institutional group to support the USTR is the Trade Policy Review Group (TPRG) at the level of the USTR Or Undersecrens of State. In the absence of consensus at the GST level or on particularly important political issues, the issues are referred to the TPRG. 39 GATT and its successor, the WTO, have succeeded in reducing tariffs. Average tariff levels for large GATT participants were about 22% in 1947, but were 5% after the Uruguay Round of 1999. [4] Experts attribute some of these tariff changes to the GATT and the WTO. [5] [6] [7] This series of meetings and reduced rates would continue, allowing new GATT provisions to be incorporated into the process. The average tariff rate rose from about 22% when the GATT was first signed in Geneva in 1947, to about 5% until the end of the Uruguay cycle of 1993, which also negotiated the creation of the WTO in this area over the past five years.
