If Bellator fighters submitted invalid medical records, why didn’t California punish Bellator?

In Zach Light’s lawsuit against Bellator for wrongful termination in the name of public policy, he did not cite causes of action for whistleblowing or retaliation. Why? Additionally, why is he spilling the beans about allegedly invalid medical fighter records submitted to California when the Athletic Commission took no action against Bellator?
